Energy efficient CPUs

I looked for an answer about this and couldn't find one. Processors that are energy efficient make a CPU's overclocking ability better, because their ceiling temperature is lower, is this correct? If so, are there other reasons that an energy efficient processor is useful?

I uses less power (which with equal cooling means lower temps) and has a lower stock voltage. Those two combined could result in a longer life for the chip.
