So, how do you know it's 10 volts? If you voltage sensor says 10 volts, you can double check by using a dmm and measuring between the yellow and black wires on one of the molex connectors.
That sounds like a bad powersupply to me, still a good idea to check with a volt meter as jsc suggests if that isn't the source of your information as it is. If you need a new supply, get a good quality brand like PC Power and Cooling and that should cut down on the power supply related issues.
