I have an AMD Phenom 9650 (Stock is 2.3) and I can't get it past 2.659GHz. Any configuration I try, if I get it to 2.7 it simply won't post. It's not a heat issue. The motherboard I have is an Asus M3N78-VM. I have 8 GB ddr2.

Solution
The original Phenoms weren't good at overclocking. You simply may have hit the OC ceiling on your chip, where no amount of voltage or tweaking will get it any further.

your chip is a very bad chip ...... Amd first gen phenoms were very bad in performance as well as overclocking.....

Sell the bloody chip and buy the new phenom 2 processor...... And oc the hell out of it he he he.

Sry bt u hve to accept it.....

It's actually not that bad of a processor...It runs great and pretty quick at 2.6. It's a quad, I don't need a beefy as *** processor. I'm not running 10 instances of crysis ffs.
