Why is my CPU being downclocked???

Hello,

Im new to this and I just built my first pc.

Gigabyte ep45-ud3r
Ati Radeon hd 4870 512mb
Intel Core 2 Duo e8400 3ghz


I have vista x64 installed. Now when I look in CPU Z it says that my CPU is clocked at 1999mhz. Why is this?? Also I've read that you have to disable C1E in the BIOS.

the thing is, I did that and it's still showing 1999mhz but sometimes it goes up to 2999mhz...

How can I get it to stay at 3ghz??

Disable EIST in the BIOS.
