Why is my CPU being downclocked???

Hello,

Im new to this and I just built my first pc.

Gigabyte ep45-ud3r
Ati Radeon hd 4870 512mb
Intel Core 2 Duo e8400 3ghz


I have vista x64 installed. Now when I look in CPU Z it says that my CPU is clocked at 1999mhz. Why is this?? Also I've read that you have to disable C1E in the BIOS.

the thing is, I did that and it's still showing 1999mhz but sometimes it goes up to 2999mhz...

How can I get it to stay at 3ghz??

To answer your first question why...

Enhanced Intel SpeedStep Technology allows the system to dynamically adjust processor voltage and core frequency, which can result in decreased average power consumption and decreased average heat production.

To answer your second question how...
Disable EIST in the BIOS.
