Will a Cas 7 at 1600 MHZ perform better than a Cas 6 at 1333 MHZ, assuming the same size.

Yes. 100% of the time. Cas 7 at 1600 is actually lower latency than cas 6 at 1333. 7 clocks at 800MHz (1600 effective) is 8.75 ns, while 6 clocks at 667MHz (1333 effective) is 9 ns.

so may i add if higher cas is better? cas 8 ~ 9?
Does timing acutally have to do anything with it.

But the last one is expansiveeeeee. so of the 1st three, which one would be the best choice, they are all at 1.65v

assuming same speed lower cas is better

you would need a benchmark to tell the difference between either of those rams

Lower CAS is better, but the actual latency is dependent on both the CAS and the clockspeed. So, 1600 CAS 7 is better than 1333 CAS 6, and it is also better than 1600 CAS 8. The differences are quite minor though. Between the ones mentioned, I'd go with the 1600 CAS 7.
