750, coolermaster hyper 212 CPUHSF setup, 2x4 OCZ reaper ram (10666) on an Gigabyte GA-PA55 USB3 mobo. I used the gigabytes software to take it to 3.0 via windows. I do want to keep all the downclocking and turbo enabled. The next setting in the software is all the way up to 3.8ghz. That seems a bit unlikely given me wanting to keep the turbo and downclock active. Would 3.33 probably be about my limit? Smart 6 (the tool) only gives 2.8 and 3.0 (or the 3.8) from my stock 2.66. Would takign the BCLK to 166 be about my limit or should I be able to set it a bit higher without side effects?

TIA

You should be able to get higher with your cooler.but you will need to turn turbo off and I would not recommend overclocking souly with the software, it is a good way to get a base overclock but it is better to use the bios as it it more stable.
