Go to Start, click Run and type "msconfig" without the quotation marks, and click OK. Click the bubble that says Normal Startup and click OK. Reboot the computer and let me know if that helps.
IT DIDN'T HELP, I COULD NEVER GET INTO WINDOWS TO USE MSCONFIG, i'm not shouting i just forgot to hit the cap lock key. i thank you for your answer. there is a diagnostic program on dell machines that reside in the boot, and i could never get past it into windows, i finally wiped it using acrontis, and booted into windows. this may not be the proper way to do it but it worked.
