That seems like a very high idle, but less so on the load temp. My E7400 @4GHz idles at 30*C and hits 55*C under load. 70*C with Prime95. Use Prime95 as your source of load then check that against what AMD rates as your CPUs max thermal specification ( use small FFTs ). If it goes over stop the test immediately and check below. if it doesnt hit it, then your probably fine.
double check that its mounted correctly, facing the right way, and if you applied your own thermal paste make sure you didnt apply too much. Should be the size of an uncooked grain of rice, then use the base to spread the paste on the die. Check for sources of ambient heat in your case and that you have adequate airflow.
So i checked and your CPU pulls a wicked amount of power. 125w TDP Stock. thats almost as much as an i7 (130w) and those things get hot cuz of hyperthreading.You might want to try slowly lowering the voltage below stock and making sure its still stable with prime95 as a means of reducing heat.
