My Desktop only has a 250 Watt Power Supply and I’m looking for a budget, non-gamer, PCI Express x16 Graphics Card, to use the DVI input on a 1920 x 1200 24" Monitor.
My only other concern is that I still enjoy viewing digital photos.
a c 165 U Graphics card

There are plenty, but you may need a low profile card if your desktop has a small case, check before making a decision.
ATI;3450, 4350 and 4550 series.
Nvidia; 7200, 7300, 8400, 8500 and 9400 series.
All of the above should do the trick.
The ATI cards are better at DVD and Blu-Ray decode but Nvidia offer more low profile options.

I actually have a 8400gs and it won't display 32 bit color at a resolution higher than 1680x1050

9500GT, HD4550 can do it. dont go with HD3xxx or nvidia 8xxx.

They recommand 300W for the HD4550 and 350W for the 9500GT but if your not gaming .. your power draw isnt high.
