Malfunctioning USB ports

I'm resurrecting an old A7V8X motherboard and cannot get the USB ports to work properly. I've taken all the obvious corrective actions but the problem persists. I get balloon messages that I am plugged into a low speed port but upon investigation the ports are all high speed. Also, many known good devices don't install properly when plugged in. I've even installed a patch I found on the ASUS website. Device manager says all is well. As old as this board is someone must have found a workaround for this........I hope.
