Usb hard drive turned off laptop usb power

Hello, I connected my external WD hard drive to an older Dell laptop and received an error about powering the device and the usb ports shut off.
I assumed the hard drive was requiring too much power, but now the usb ports seemed to be completely turned off, even after removing hard drive and leaving the laptop turned off overnight. They are shown working fine in device manager, but just turned off. How do I turn them back of?

There seem to be different things to check depending on your OS, chipset, etc, which you didn't mention
so do a search for usb ports no power, then see if you find something similar.
