Is there a difference between two of the same products other than the default clock speeds?

What I am asking is, are they just charging you to overclock your card for you?

It really depends what model/brand it is. A lot of the time, the more aggressively overclocked boards will have custom parts on the PCB and a better heatsink.

If there was a specific two models you were talking about, i'm guessing we could help you more maybe?
 
Generally speaking it's a waste, unless it adds either a) a much better cooler or b) special overclocking control (or both).

In this case, I'm fairly certain the only difference is the stock clocks, which you can do yourself quite easily.
