I have an older Nvidia GeForce 6800 GPU. I cleaned the dust out of the GPU fan and now I'm not sure if the fan is supposed to normally running or off (i.e., only running when it heats up). Is there a way of testing whether the GPU fan is operating properly?

Install Rivatuner and check the options for your video card.

You could read the bios of your video card with nibitor also.
What you really need to do is check the temperature of the video card with GPU-Z.

80-90º is average
115º is threshhold
127º burnout
