Hello,
My computer was fixed by a local technician. I still have the CD drawer in my desktop tower, however it is not on my computer. I only have a C and D drive and neither are for a CD-ROM. I cannot install any programs via a CD. Is there a driver I can download to have the CD-ROM work?

Does the drive show on the boot screen ? Set bios to show details not splash screen.
Hit the Pause button on boot and see if it detected CD/DVD-Rom Drive.
Check cables inside PC (disconnect power and wear rubber gloves), make sure power is properly connected and data cable is aligned to pin 1 on drive and MB (if IDE).
Check Primary/Slave configuration, there can be 1 Primary and 1 Slave on the same cable, if set to cable select, make a selection yourself and adjust jumpers on drives respectively.
Once the Bios detects it, so should windows.
