Xp installation problems

I'm trying to install Xp on a formatted ide drive, I set the bios to boot from cd, it shows the blue screen with "windows setup" in the top left hand corner and downloads some files which are shown at the bottom of the screen. It then comes up and ask's me if I want to start in Safe mode, Safe mode with internet, or Normal mode.I've tried all the options but It hasn't loaded Xp I dont know what is going wrong can anyone help with this problem. this xp cd you are using, is it a licensed version of windows xp? or is it a manufacturer's recovery CD from another computer?

you say on a reformatted ide drive, how have you reformatted it?
