Regardless I enable or disable "Prevent users from installing printer
drivers" through secpol.msc,
1. when I log into the account with administrator privilege, I still can
install both local and network printer
2. when I log into the account, with User privilege or Power User privilege,
I would be only install network printer, the option of installing local
printer is not available.

What is the purpose of "Prevent users from installing printer drivers"?
