When you switch on PC - even though the screen is blank - is the PC operating? Are the power lights on and can you hear it operating?
Is the PC a brand name one or a custom build?
It could be an issue with the changes in the video card, if computer is starting. If so, do you have another video card you can try, maybe borrow one from a friend just to see if it will make your system work?
It also might help to remove and reinstall the CMOS battery, which is very easy to do. Do you have a manual for the system or mobo? Either should provide instructions. If you don't have one but can get online on another computer you can download one from the manufacturer. The manual should also explain how to reset CMOS without removing the battery by putting a jumper on two prongs on the mobo - you might need to get the jumper - a tiny, two bit piece of metal - from you computer store.
