Need a new cpu cooler

This isn't really about overclocking, but the sub-category fits.

Ok, here's the dilemma: back in the summer I was upgrading my PC, and midway through I noticed I didn't have enough for a new cpu, so I kept that. Now, since the processor was old, Am2+ socket (AMD Phenom(tm) 9550 Quad-Core Processor (4 CPUs), ~2.2GHz) I had to downgrade my motherboard purchase to something also old, and ended up with the msi 790XT-G45, which (should) be AM3 compatible.

Now I am planning to upgrade the CPU, but my current cooling is problematic. It's old, extremely loud, and probably otherwise faulty. in short, I don't dare put a new processor under it.

And that's the problem, I'm a complete knownothing, when it comes to cooling (and later, also the CPU but that's for another time, and another thread)

Before I list the specs it has to work with there's one, probably the most important problem: availability. Since I'm in Europe I can't use newegg, or amazon.com, and not many European retailers ship to Estonia. My options are Amazon.co.uk/.de (pref .de, since uk charges more for postage, than the item costs) or if someone has other suggestions, preferably within the EU (sketchy customs charges).

Budget isn't too much of an issue, can spend up to 65 Euros.

Not sure how much of that info is really necessary.
After I've settled the CPU cooler I, eventually, plan on getting a new CPU, new motherboard, and probably a new gf card, so the cooler should be future compatible. And I'm rather wary about liquid coolers, since I know even less about those. I also do not plan on overclocking, I'm a gamer, but not that hardcore.

Yes, sadly I am from Estonia, and the access to any degree of adequate pc/gaming/tech market is below any acceptability, unless you care to dish up to double the price for shipping.

But yes, I am going for the Hyper 212 PLUS, and since I was on a roll I'll be replacing my mom, and cpu as well.
