will a 850w ps draw more than a 750w ps under the same load?

the only difference is if the have different efficiencies at that load level

The answer to your question is no. As mindless728 already pointed, there could be a little bit of difference if the two psu's operate at different efficiency levels for the same load. The newer high quality psu's operate at high efficiency levels across a wide range of operating loads.

Unfortunately there are still a lot of cheap, inefficient, psu's of questionable quality and performance being manufactured.
