Computer stuck on black screen with flashing underscore

Went to turn on my PC this mroning and couldn't start up windows. It gets to a point where a black screen comes up and all I see is a flashing underscore. It never gets passed this stage. Windows blue screens everytime in the middle of running recovery disc. Is there anything I can do other than reinstall windows???

have you tried running a chkdsk using the repair option on the OS CD?
