So i just bought some new parts, to put to use my old P4

My question is, i got the mobo, ram, and video card new and i was going to use my old psu and hdd. The psu is from an 7 or 8 year old compaq. when i went to start the computer it dident work the cpu fan was spinning when i pluged in the psu but no lights or power on of the board. So does this mean my mobo is no good or is it the psu?

the psu is a 250w, +12v @5A

The psu starts my compaq up but not the new mobo, do they only work for compaqs?

my setup is

CPU: Intel P4 3.0 SL8JZ, Presscot
BIOSTAR P4M900M4 478 VIA P4M900 Micro ATX Intel Motherboard
ASUS EN8400GS SILENT/HTP/512M GeForce 8400 GS 512MB 64-bit GDDR2 PCI Express x16 HDCP Ready Video Card
A-DATA V-series 4GB (2 x 2GB) 240-Pin DDR2 SDRAM DDR2 667 (PC2 5300) Dual Channel Kit Desktop Memory
EVERCOOL NW11F-825CA 80mm Ball CPU Cooler

Even if the PSU still works do not use it. OEM's use cheap parts, that PSU will be low quality and will die soon if it isn't bad already when you plug it into your new more powerful rig. 7 years is a pretty long time for a psu...especially a cheapo.

lol 12v rail with 5A...that is horrible. Get a new psu first, an antec 380w earthwatts would be my choice for that setup. If that doesn't power up your rig, then get a new mobo.

Yeah, it runs my compaq but i do hear it making sounds, when i do some things on it.

Yeah its prity weak i was just going to use it to get the computer started, but i do have a 580w psu with a 12v@25A coming and it should be in tomarrow. just thought it was kinda strange that the fan started spinning
