Speed and performance is reduced if the disk is partitioned into sections?

Hard disk drives store more data on the outermost tracks because those tracks are longer than the innermost ones, and that means that on each rotation of the platters more data can be read or written to the outer tracks. Therefore those tracks have a higher transfer rate than the innermost ones.

So if you divide a disk into multiple partitions, the first ones will generally perform somewhat better than the last ones.
