Ok, i got my usernames setup on both comps, case sensitivity everything is
all set there. Im trying to share files, a simple network over a microsoft
..11b router, i got shared files activated, and selected the files and
folders to be shared on both comps.

I can get files and stuff off of my computer, but when i go into network
neighborhood i see his comp, but when i goto to access it, its says you
"cannot access this computer you do not have permission".

I checked to see if maybe his c drive was private, but no it wasn't. Im
lost, i think i have tried everything and asked like 5 people and to no
avail. Whats even weirder is that i used to be able to access all my files
from my bros comp, but for some reason 1 folder now gives him that message
"you dont have permission". Anyone got a solution? Im new to XP but i had no
problems with networking before.

I've had similar problems and I'm not new to networking,
200, or XP.
I usually end up going through seetings like you
obviously already have (compatible address, subnet mask,
workgroup is case-sensitive, drives or resources shared)
and then it magically starts working on it's own.
Another thing I've noticed is setting things up
identically, and I have access, but the access is somehow
different on each PC.

I can only give this advice:
If you're on a small workgroup, build the same accounts
on every PC and log on at least once on each PC with each
account. This will build the profiles and ACL's. If you
try to access your bro's PC, it will say, "Hey, I know
you! You're not just a name on a list, you're a person!"

Well, that's layman's-speak.
