I bought a new PC a few months ago and it came with a Winpower 450W PSU, and I installed a GeForce 7590GT 512mb, it worked for about a month until my PSU blew. When I looked i saw the +12V had 26A... and my gfxcard states a PSU with a minimum of 22A. Since then i've used onboard VGA with a 300W psu, and its worked fine for 2-3 months. Until last week I bought a 450W PSU with dual 12V rails with 10A and 13A on each rail. Connected up to my PC and gfxcard, and was fine for a few days but now occasionally my PC fails to boot, and also when I turn on power from the plug socket, the fans jitter, even though I havnt turned the PC on yet. Taking out my gfxcard solves the jittering, and my 7950GT works fine in another (older) PC - unfortunately that PC's PSU only has 20-pin connector not 24.
Have I killed another PSU? or is there a specific way to connecting a PSU to the gfxcard (via this 2x molex -> 6pin PCIe adapter)?

A good 450 watt PSU will work great. What you have (had?) is not a good PSU. A 450 watt PSU with a total of 23 amps on the 12 volt outputs is anemic indeed.

Compare the specs of your 450 watt PSU with those of a 450 watt Corsair.

My hp came with a 20 pin connector used on a 24 pin board, and I've had no issues. Your 450w with 13 amps is indeed anemic. Corsair or pc power and cooling will have 30-40 amps on a 450w unit; check newegg for rebates.

A quality 450w PSU will have no issues with your system.
Unfortunately, most low end units are unable to output even their rated power.
From what you have posted, I would expect your current PSU to fall into the category of underpowered PSU's.

I would recommend upgrading to a quality 450w+ Corsair, Seasonic, PCP&C, Enermax or Antec Earthwatts PSU.

I really only have £30 budget to spend at this time - that'd be including P&P :( - Any recommendations?

I would just get a 550W PSU with the rails running 24A or Higher.
