Frame by frame editing of .wmv

I have a very well made .wmv that has a banner across the bottom of each frame. I want to change the text on that banner to reflect the correct event and date. How can I do this? I don't want to go to the trouble of having the .wmv redone.

You need to re-encode the WMV file with the corrected text.
