No, he doesn't. Those guidelines are exaggerated to accommodate for all the cheaply built PSU's still out on the market. You know the kind that say 600W but have 35A on the 3.3v and 35A on the 5V, but only 20-25A on the 12V where it's really needed on today's PCs? A higher quality PSU rated at 300-350W w/ significant load balance and 12V power could easily run that card. It all depends on the quality of the PSU and additional components he's running. The 9600GT 512MB cards only pull a max of ~61W of power, or ~5 amps.
You should check out
this chart. Then, go
here and plug-in all his components, set load to 100%, then add 10-20% for capacitor aging. You'll see clearly that he doesn't need a 600W PSU.
Now, the big question here is, which version of the X2 4400+ does that system come with, Windsor or Brisbane? Which one is in there makes a rather significant difference in power needs. Download
CPU-Z and you should be able to tell. Also, while you're at it, check the power supply for the total wattage and 12V Amp ratings. If it happens to show 12V1 and 12V2, get both ratings, please. I wouldn't doubt that if your total wattage is ~350+W and you've got a >20A on the 12V rail that this card would work just fine.
