New rig running games very slowly

Built a new rig

Intel i7 920
EVGA X58
EVGA 295 GTX
4 GB Ram
Windows Vista Ultimate 64 Bit
Direct X10

I'm still only using a small 17in 1024x768 monitor

Every game i test on it runs very slow. No matter what i do, change settings, run in DX9 there isn't much of a difference. I've gotten the latest drivers, and have been searching the internet with no solution. Spore will only run at about 20fps, gears of war anywhere from 11-35, and crysis anywhere from 8-25. I've heard of other people with this rig set up just destroying these games.

Is the monitor bottlenecking graphical preformance? Any other problem someone can think of and may have the solution to?

check your cpu usage
run the game in a window and check cpu usage

It would be amazing if the GTX 295 couldn't handle low resolutions :) 

I vote for either a defective GPU or perhaps an overheating CPU that is throttling down.

definitly not cpu usage, the game only took up about 10%

i am really dreading the defective gpu i will give evga a call

any other problems and solutions would be amazing

I guess its possible your PSU isn't providing enough power to your GPU...what PSU do you have?

I think Proximon is right though, most likely your GPU is defective. Any chance of getting another one from a friend or something and testing to see if maybe that changes anything? Even like an 8800GTX or something that would rule out a mobo issue...

I guess its also possible that there are defective drivers for low resolutions...since most people who purchase that card use 19x12 resolution maybe the drivers haven't been developed for your resolution...

what about the pci-e power connectors on the gfx card. I assume theres 2 of them ? Are they both plugged in?

why on earth would you get a GTX 295 with a 17 inch monitor? do you plan on upgrading that? seriously... anyways what kind of PSU do you have?

i do plan on upgrading my monitor i just hit a snag in money after building the computer. I have a 1000W thermaltake. I talked to evga and they think that the low resolutions are causing the cpu to bottleneck the gpu. My monitor has a resolution of 1024x768 so they told me to test on my tv which highest res is only 1360x768. Both of which have a low horizontal line count. Everytime i see benchmarking for crysis they always have a low of 1050 horizontal line count. So could this be the case, is the low resolution cause the cpu to bottleneck the gpu

I should go work for EVGA tech support. I could spew out ridiculous trash all day long. What CPU do they propose would not bottleneck their glorious card?
