Currently I'm using a 6600GT 128MB 128bit(PCI-E).The noise of it's fan is just too loud to stand.So I'm looking for a card with better performance,complete silent,with lowerest price possible

I suggest the 4670.
Before you go and look for 1 though, what is you PSU? (wattage and brand)

my power supply is AcBel E2 Power 340 (300W)

A realistic budget would be nice. I would assume that the HD 4550 and 9500GT would be a little faster than a 6600GT, but they are value cards.

The HD 4650, HD 4670 and 9600GT are consider mainstream cards, there are passively cooled versions of those cards selling for under $100.

Is that an agp card or a pci-e card?
If it is agp, you are severely restricted in choices.

If his processor is a bottleneck then theres no point in upgrading his graphics.

Well shame on me for not reading the post carefully enough!

With the psu, I think a vga card that is powered entirely by the pci-e slot is the best that can be used. A 4670 is probably it.

With a fanless card, the case cooling needs to be better, and that can be noisy.

Instead, I would suggest a card with a good dual slot cooler that can send the hot air out of the case quickly, like the hightech 4670:
