If other things, text, website images, email pics look ok, it is the photo quality not the monitor.

I suggest that you readjust your screen resolution to the maximum allowed on your monitor for maximum clarity. You can do this by right clicking on your desktop, selecting "Properties," going to the tab labeled "Settings," and moving the slider up as high as you can. If you don't have the correct drivers for your GPU, you may not be able to get an optimal screen resolution, so I'd also suggest getting the latest GPU drivers from your manufacturer's website.
