You could try the cheapest option by clearing all the dust from the machine.

Dusty components makes the fans work harder therefore more noise.

clean the fans, clear path for air to flow, buy quieter fans, get a fan speed controller

Its a Dell remember, that means limitations unfortunately

Remove the grills on the case in front of your fans if you want to be a bit more drastic... but yes, clean it out nicely.
