Is there anyway under the sun to disable the Language bar
in Windows XP on a user or machine basis through GPO or
the registry?

If you just want to turn it off follow these
instructions.

Left click on:

"Start"

Left click on:

"Control Panel"

Left click on:

"Regional and Language Options"

Left click on:

"Languages" Tab

Left click on:

"Details" Button within the "Text Services and Input
Languages" Section.

At the bottom of the window that appears you will see a
section called "Preferences" with a button
labelled "Language Bar"

By left clicking on this button you can set the Language
bar to never return. ;)
