I have an external CD writer which connects with USB. When I plug it into
either of my notebook computers (Toshiba and Dell) they recognize the CDW
and run it. When I plug it into my friends notebook, Plug and Play doesn't
activiate or even see that new hardware has been connected.

Probably the USB ports on your friend's PC. Do they correctly recognize
other USB devices?
