Temperature.. Bios CPU temp or CoreTemp & Speedfan

Hello i have a Phenom II x6 1055T @ 3.64Ghz and when im watching the temps with CoreTemp & Speedfan i see the Temps of the core(s) and it runs around 22c idle with an NorthQ 3580 watercooler, When im watching in Bios it shows CPU temp around 33c idle ????
One more question in bios there are voltages of the rails and i want to ask if they are 100% correct because my +12V rail seems low runs around 11.85 idle, if bios shows correct.. Going to check it with a multimeter as soon i get hands on one.
