Howdy TomsHardware! I've come to you with quite a pickle I'm currently in! My homebuilt PC, approximately three years old, has been giving me some pretty frustrating issues lately. I recently replaced my old 7600GT with a brand "spankin'" new GTX 260. Installation went fine, drivers worked well, until...my PC crashed. Out of the blue, not playing games, the PC froze, the audio skipped and repeated and I was forced to hard reset it. When I did so my monitor was blank and idle. On the inside all the components were running fine EXCEPT for my video card, whose fan had ceased to spin! Apparently I blew out my card in less then a month? That's just not right. So, unsure of what the problem was, I RMAed both my GTX260 and my MoBo. I got em both back in a few weeks, put them back in my PC, problem solved....or so I thought. A week later, same issue! The PC crashed, the BRAND NEW card "broke"? What the hell is going on here? Is my PSU just not good enough for my new card? Or am I overheating the PC because of the new enormous card?
Note: Here are some photos to emphasize just how little my board is in relation to my card, and how poorly made the board is. Nearly all my SATA ports are covered by this mammoth and I've had to wedge a wire underneath the card.
Any help is greatly appreciated! Please ask as many questions as needed!

PSU: Rosewill hunka-junk 550w
ABS Tagan is a decent PSU, but there are better for the same price. When the light comes on (as it has) and you finally look for a good power source (as you are), you should go for quality over bling. Corsair, PC P&C, Seasonic, many of the Antecs, and others are all higher quality than the Tagan.
well first error was RMAing both the video card and mobo at the same time. how would you which was the culprit? in one case both could have been totally fine.
so the only thing to do now is trial and error:
if you have older video card still or on board video try that and see if it will power up
take out any other cards that might be installed in your pc except the video card and see if it will power
try taking out ram and try it with only one stick to see if one of your ram sticks could be bad
clear CMOS by using jumper on the board with all power cable's disconnected from the tower
Zeeke Proximon has a good point the abs tagan low end psu 36 amps corsair 850 tx 60 amps he's right over kill .also case flow tie wrap cable 's.it will help. I would still take the corsair over the rosewell.

The following is edited from my "standard" "dead new build" reply:
Pull everything except the CPU and HSF. Boot. You should hear a series of long single beeps indicating memory problems. Silence here indicates, in probable order, a bad PSU, motherboard, or CPU - or a bad installation where something is shorting and shutting down the PSU.
If you get the long beeps, add a stick of RAM. Boot. The beep pattern should change to one long and two or three short beeps. Silence indicates that the RAM is shorting out the PSU (very rare). Long single beeps indicates that the BIOS does not recognize the presence of the RAM.
If you get the one long and two or three short beeps, test the rest of the RAM. If good, install the video card and any needed power cables and plug in the monitor. If the video card is good, the system should successfully POST (one short beep, usually) and you will see the boot screen and messages.
Note - an inadequate PSU will cause a failure here or any step later.
Note - you do not need drives or a keyboard to successfully POST (generally a single short beep).
If you successfully POST, start plugging in the rest of the components, one at a time.
Thank you for all the replies! Yeah I dunno about Tagan, we'll see how it works out, but honestly the lights were just too damn pretty. I'll give all these suggestions a try tonight when I get a chance and i'll get back to you.
I'm honestly at a loss right now. New PSU installed, same issues! My video card must be fried or something...or maybe my mobo? But honestly how would I have done that? The board and video card were literally brand new and after a week the same issue happened. I feel like they would've shut off before overheating. All the internal components run fine but the video card fan doesn't spin and I get no BIOS or beep codes. Should I honestly re-RMA my board and/or video card? This is driving me absolutely crazy.
Note: I tried my old video card, my GTX 7600. It's fan spins however still no video display. From what I know that card is working fine but I'm not positive.
