hi guys im using AMD Phenom II X4 955 BE.

with motherboard ASUS M4A79 Deluxe. BIOS updeated to version 1702 (latest)

my 'COOL N QUITE' is disabled in BIOS

and power scheme in Vista 32bits set to high performance.

i even set my multiplier and voltage in BIOS as X16 and 1.35 voltage

however, CPU-Z shows me unstable multiplier with unstable core VID

multiplier change X16 to X4 frequently and core VID change from 1.35 V to 0.975V frequently as well.

please give me a solution for this!

ill appreciate any of your thoughts thank you!

I suspect that's just the CPU going to lower-power states when the load is low. This should not affect performance at all, so it should not need a "solution."

If you go into power settings and the advanced settings under high performance click on change settings, than click on change advanced power settings. A new window will pop up and you should be able to scroll down to Processor Power Management, varify that both minimum and maximum processor state are set to 100%.
