But I never feel convinced since the card manucfacturer said that HD 4850 needs at least 450 Watt PSU with 75 Watt 6-pin PCI-e power connector (how can i know the wattage of my psu 6-pin PCI-e connector??)
I don't plan to OC'ing anything &still wanna use my old PSU. So I'd prefer degrading the GPU to a 4830 or even 4670
So, is it safe to go with HD 4850...or not?

According to the PS label, the total +12V is 29A, not 36A. However, Silverstone is a good quality brand, and the PS does include a 6-pin PCIe connector, so I think you're fine.
How about an HD4770? Less than 1/2 the power for about the same performance.
I just knew that all 6 PCIe connectors are 75W, thanks! so i guess my 400W psu would be fine...
Yes I've been thinking to 4770 for a while, even the product is a newcomer at my place &overpriced but it still $30 cheaper than 4850 (same brand)...UNTIL couple days ago 4850 dropped price and only cost me more $3

Other things that might relieved me is, i used to use Pentium D 820 2,8 Ghz @3 Ghz with this PSU
In TDP stated that Pentium D needs 95W, so is Phenom x4 9650 (TDP 95W)
But when im using this auto calculator http://www.thermaltake.outervision.com/Power (just filling the CPU only)
turns out that Pentium D 820 needs: 134 Watt
Phenom x4 9650: 107 Watt
Is it true that Pentium D is more power hungry? then i can assume, using phenom will saved me more watt so the 4850 will run fine...

TDP is not power consumption.
If you haven't already bought the Phenom, get the Phenom II instead.
