Windows 7 boot-up process doesn't complete

Hello, Windows 7 has suddenly started freezing in the boot-up process. The system hangs when it comes to starting two weather-related services - didn't used to be that way. When the weather services don't load, nothing else - IE, MS Outlook - can be started - they hang as well. So, how can I get my computer going again?

boot into safe mode by tapping f8 at boot up and remove the weather services--see if that helps
