ok i have an asus p5b deluxe motherboard with a pentium 4 3.4mhz prossesor. as soon as i turn on the computer the cpu shoots to 195 degrees instantly. i thought it might be the cpu because i bought it used on ebay but i bought a brand new cpu, installed it and same problem. should i suspect the mptherboard? and is there anything anyone might know to fix this or do i need to get a new one.

Do you have a heat sink attached to the CPU? Air movement alone isn't enough to cool a modern CPU, you need a heatsink with metal fins and a fan blowing air through them to dissipate the heat.
If you do have a heatsink, did you use thermal paste when installing it? The thermal paste is necessary to assure good conduction of heat from the CPU to the heatsink.
