Okay. I have a Foxconn FlamingBlade board, and the Intel 920, and am trying to overclock it to 4.0ghz stable. Right now I have it at 3.8 stable with no voltage increases except Ram up to 1.64v (I dont want to go over 1.65v).

Now. Inorder to keep upping it to 4.0ghz I need to increase the Cpu voltage, which the board states is 1.5v right now, and when I do +20 on the board(Lowest it will allow) it ups it to 1.66v which I am worried would damage my cpu.

What are the safe voltages to use?

to my knowledge 1.5v may already be too high. And im almost 100% sure thats not the stock voltage. Ive always heard 1.45v is a safe voltage. Try reducing it a little bit. any excess voltage above what allows it to be stable only produces more heat which may actually hinder your overclock.

Yeah that voltage is already waaaaay to high. I would go about 1.35 first and run it through prime. If necessary then up the voltage......Remember when overclocking undershooting is much better than overshooting when it comes to cpu voltage.
