What does the CPU-Z SPD tab display? Is there a JEDEC 400 MHz entry? Did you try setting the memory clock to 400 MHz?

yes cpuid says the correct my bios reports pc5300 on bootup its updated as well and I cannopt change the clock settings in bios its an HP PC

Your PC should definitely detect PC6400. Are those modules certified to work at 800 MHz in that system? You answered "yes cpuid says the correct", but what are the JEDEC values at 400 MHz?
