This should be your first stop.
HOWTO: Overclock C2Q (Quads) and C2D (Duals) - Guide v1.6.1

Next stop should be a guide for your particular motherboard. Google is your friend.

You should be able to reach 3.0 GHz with the stock cooler. You should be able to reach 3.3 GHz almost any good cooled. Anything more than that will take serious cooling.

Do not exceed 1.5 volts core voltage and keep your load temps under 70 C.

You would also benefit from a RAM upgrade. If you plan on keeping the system a while, throw 4GB of 800 or 1066 in there while it's available and affordable. Otherwise just throw another GB (512*2) or 2 (1GB*2) in there, you probably already know someone with some old DDR2 in a dead box. As RAM gets older, prices start to go way up.

Sorry, it has been a minute since originally posting this. I have read the guide for overclocking Quads and I also have changed the memory to Kingston HyperX PC2-8500 Dual channel. Now my issue is that I cannot seem to get the CPU to clock past 2.457GHz (273 x 9). It posts but windows will not start if I go faster. So I still need some more insight and help.
