I am making my basement into a home theater and i need to know what is the best sound card (with 5.1 surround sound) that i can get for under 70 dollars.

Best value for money?...onboard one...if you have a decent motherboard.

the problem is my onboard one doesn't support surround sound 5.1

I find that hard to believe, what board are we talking about here? I don't think I've ever owned a board where onboard didn't have 7.1.

it has 3 plugs (the onboard sound) line in, line out, and mic in. doesn't surround sound have to have plugs for rear speakers, plugs for front speakers, subwoofer, and center speaker?
