how i format drive c: with backup win 98 and how re-install win xp with back up files

The XP CD can format the disk as part of the installation process and there's no need for any Windows '98 involvement at all. If you want anything off the disk before you format it, it's best to use the existing XP system to copy and paste files to an external disk or how ever many memory sticks it takes.
