Error message disc read error

i keep getting the disc read error,,it says ctrl,alt,del to restart,and it keeps repeating itself,,over an over,,i push the buttons an it does the same thing,,ctrl,alt,del to restart

When is this happening, at startup, after startup ? Meaning, can your system complete the boot procedure & you can get into Windows ?
What are your System Specs ? Can you run hardware diagnostics for your make/model ?
