Will my motherboard be able to boot and use full speed of a SSD

I am planning to change from HDD to SSD will it work for the Gigabyte GA-X58-USB3? and actually use a ssd's full speed

Yes it will, and it will be good for the new SSD's coming from intel early next year for 2x the speed.
