I have never really overclocked a processor before but I figured since I picked up a 740 to replace my Athlon x2 6000+ for 68 bucks, I figured I would give it a shot.

I have the chip installed on an MSI 770 motherboard and so far I've managed to get the chip to 3.6ghz at 1.47 volts but honestly, I have no idea how to make it stable at lower voltage or atleast get it faster at the same voltage because 1.47 volts seems like an awful lot, but I could be wrong.

Anyways, and advice at all on how to optimally overclock my processor or even unlock the fourth core would be much appreciated it.

3.6GHz is already high, even at 3.2 or 3.3GHz is more than enough if you ask me.
And yes, 1.47V is a little bit high. Every CPU has their own capability to OCing, maybe yours isn't capable to get high speed...
For comparison, my E6300 is stable at 3.0GHz-3.2GHz with only 1.33V.

Try lowering your VCore a little bit, below 1.4V example and set it to 3.0GHz, after that test it with prime95 for 10-15minutes, see how it goes...
