I'm currently running a dell inspirion 545 desktop.
These are the specs:

Intel Core 2 Quad Q8200 / 2.33 GHz
8.0 GB Ram
ATI Mobility RADEON HD 3450 256MB
I'm not sure about the motherboard, it's just the one that came with it.

I'm currently running windows Vista. With all the new games coming out, my computer doesn't have playable FPS on some games, even on lowest settings. What should I do to increase my FPS? Overclock? New processor/mobo? New Graphics card? Thanks!

You are not going to be able to overclock your Dell motherboard. And considering the age of the system, a processor upgrade would be prohibitedly expensive.

A better graphics card would give you some immediate preformance gains. But in the long run, you will need either a new system or a massive upgrade.

@jsc, as much as thats is true, he has a decent pc, heck mine is a e6400 xps 410, and it plays the games alright but thats mainly due to my graphics, but anyways highly recommend that you upgrade to a better graphics card your system will run like new with it.
