I get very low scores on 3dmark03 and Vantage

Many card manufacturers would consider 11.78V output on the 12V rail sub-par and/or out of spec. Is that the rating at idle or under load? If it's at idle, load rating would be even less. Real shame all the info on the net about that power supply is in Spanish.

Then many card manufacturers need to go and read the ATX specifications. The ATX specs say the +12v rail has a +- 5% tollerance. 11.78v is slightly better than 2% which is better than i have seen for Corsair Power supplies on review.
You're absolutely right the card manufacturers need to do so. When I spoke with eVGA about my 8800GT RMA, I was informed that the card was designed to run at 11.9V to 12.4V, clearly not matching the ATX standard. The tech agent didn't mention 12V voltage again once I pointed that fact out to him.
The issue I was raising here was whether or not his 12V rail voltage is under load or at idle. If it's at idle, it may be dropping even further while under load, taking it beyond an acceptable level for his particular card. It's entirely possible he may be experiencing drops to 11.5v under load, which can cause crashes on cards designed to operate with minimum voltages higher than that.

During the test: I was looking at the line voltage cpu and this varied between 1.2 and 1.4 when in fact put this set at 1.39v. Then disable all the options in the bios for energy saving, and the problem disappeared.
So now I have another problem: energy savings. Will I have to update the bios? mmmm....
For those who asked about the power supply: 12v line is always in 11.88 (load: 11.8~11.9 never less). not ideal but it works well (The PC is totally stable at full load.)
After disable the energy saving:
3dmark03: 48500. (OK)
3dmark vantage: 8680 gpu / 10700 cpu (OK)
