How to use MSI OC Dial

I have a MSI 870S-G54 with a Phenom II 955 BE. I'm new to overclocking. What settings do I have to change in BIOS to use the Dial? I don't get what the frequenices/mulitpliers/voltage is . Can someone explain it to me?

OC need : good HSF, Pure PSU, software temp, CPU-Z, Software TEST Stabillity, Soft Brenchmark !
