What Speed Am I Truly Running at? (Disabling Turboboost)

Hi,
BIOS turns Turboboost to Auto after i disable/save & reboot. I'm not sure if the pc is at 3.65 or 4ghz (22 or 24 x 166mhz).
Details below.

1) How to turn boost off for good? (if possible, to ensure i'm running at 4ghz, not 3.65)
2) How to confirm speed? (which reading to trust)
3) Why is 23 CPU multiplier choice unavailable? (23 is skipped)
4) Why cannot run RAM higher than 1333? (boot failures)


Details:
-Gigabyte P55-u3dr, i7-870, 2x 1600 rated 4gb modules.
-CPU-Z says: 4ghz, Win7 properties: 3.65ghz
-In BIOS, the current status shows: Turboboost is on - 24x, non turbo - 22x.

I enter: CPU = 24x, Bclk = 166, Memory = 8x (1333mhz. If it matters, it wont run higher. Also tried 2000 Kingston ram)
*Turboboost = reverts to auto :(
*CIE Halt; C3.. States; EIST = Disabled
*Multithread = Enabled
*Thermal Monitor = Enabled
*Prochot = Auto
*No manual voltage changes. Temp is fine, Win7 power plan has CPU min/max = 100/100.
